Richard J. Toppino started his career at Charley Toppino & Sons in the early 1980’s. He saw the potential in developing a sound, reliable source of high-quality aggregate and worked to develop and grow Monroe Concrete throughout the late 90’s until 2013. In 2013, Richard returned to Charley Toppino & Sons in a full-time leadership role, focusing his energy on growing the contracting business. Richard was appointed president of both companies in 2019.
John Toppino started working at Charley Toppino & Sons, Inc. in 2007. He spent several years in the field learning all aspects of the business. From 2013 to 2018 he was in charge of running the shop for both companies- a vital part of any civil contracting and ready-mix business. John later transitioned into the office and was promoted to office manager and treasurer of Charley Toppino & Son, Inc. and Monroe Concrete in 2019.
Growing up in the family business, Andrew acquired knowledge about civil construction from a young age. He later pursued higher education at the University of Florida, with a degree in operations management, before returning to contribute to the family legacy. In 2012, Andrew started his professional journey as a QC manager at Monroe Concrete Products. With an innate desire to understand the industry intricacies, he took on diverse roles within the company, ranging from dispatcher to batch plant operator. By late 2013, he transitioned to Charley Toppino & Sons, stepping into the role of an estimator. Strategically focusing on securing intricate contracts—from WasteWater Treatment Plants to Pump Stations—and emphasizing bidding as a Prime Contractor. Andrew was pivotal in bolstering CT&S’s project portfolio and establishing its dominance as the leading civil contractor in the Florida Keys. By 2019, his consistent dedication led to his promotion as the Vice President of both Charley Toppino & Sons and Monroe Concrete Products.
Ashley first joined Monroe back in May 2006 — today, she serves as our chief financial officer. She has been in and around the construction industry for her whole life, as she grew up working alongside her dad on home renovations and other construction projects. Ashley holds a bachelor’s degree in business administration and accounting, along with a master’s in taxation.
Her main priority as our CFO is managing the accounting department. Ashley also prepares financial statements and ensures compliance with financial reporting requirements. She enjoys the wide variety of responsibilities in her role and says that it’s “exciting to be part of so many projects within our community.” Ashley is proud of how she has helped develop new policies and procedures to improve the efficiency of our office staff.
Ashley spends as much time outdoors as she can when she’s not at work. She loves a variety of outdoor activities, including boating, fishing, and biking, and also enjoys sports.
Jason is a plant manager for Monroe who has been with us since 2012. He attended Mount Shasta Community College and the University of Phoenix, then worked as a salesperson for Budweiser before joining our team. With Monroe, Jason is responsible for maintaining quality control plans, getting concrete mix designs approved by the DOT, scheduling deliveries, ordering supplies, and providing customer support.
He enjoys working in our industry because “I find all of the moving parts and people exhilarating. Each day is unique, which keeps my job interesting. Being able to know that you have been a small part of building this great community also brings a sense of pride.” Jason appreciates how he can count on his Monroe teammates to “support and lift each other up” whether they’re facing challenges at work or in their personal lives.
Jason says there’s “nothing more important” than spending time with his family when he’s not at work. His interests include boating, traveling, seeing live music, collecting records, tinkering with cars or projects around the house, and having BBQs with friends.
Rick has been part of the Monroe family since September 1998, and he is our operations manager. Before he came to Monroe, he was an equipment operator in the United States Navy. In his role, Rick is responsible for selling concrete, aggregates, and fill, along with “maintaining operational readiness at all times.”
Rick enjoys how working in construction has a meaningful effect on our communities. He values the opportunity to “make grand visions become reality at an industrial level and dreams come true at a local and neighborhood level.” Rick’s favorite projects are those we complete for our local schools.
While Rick says his free time is “more limited than ever” these days, he enjoys rebuilding his home and going spearfishing. He also likes to go bottle digging, metal detecting, and relic hunting on the beach.
